Position Details Position Information Position Title Director of Purchasing & Auxiliary Services PIN 371000 Classification Summary Incumbent directs the purchasing division of the Finance & Administration Department which includes the management of the Central Office Services employees and the College’s auxiliary services including but not limited to the Food Service and Book Store operations.
This position is responsible for purchasing and management of the College’s procurement process to ensure all College employees adhere to all Federal, State, Grant, and College policies and statutes.
Responsibilities include evaluating procurement requests, consulting with internal and external partners, composing, preparing and issuing technical and complex bid specifications for procurement, analyzing bids, and managing the projects from implementation to completion with internal and external partners.
Develops, modifies, and maintains the College’s Procurement Policies and Guidelines Manual to ensure compliance with current governmental purchasing policies and College Board policies.
Composes and submits all required Board Document approval requests for purchases over $15,000.
Minimum Education and/or Training and Experience Master’s degree in related area and five years of directly related experience or bachelor’s degree and minimum of seven years of experience.
Preferred Education and/or Training and Experience Community college, public school district and/or governmental purchasing experience strongly preferred.

Classification Duties 1.
Direct, manage, and implement the College’s procurement process implementing governmental policies, developing project specifications, strategies, timelines, goals, and budget allocations in collaboration with both internal administration, faculty, and staff and external architects, engineers, contractors and vendors to achieve desired procurement outcomes in a timely and cost-effective manner.

Manage contracted College Auxiliary Services including but not limited to Food Service and the College Bookstore.
This includes managing the bidding and selection process as well as the on going day-to-day management of theses contractors.
This position is the primary College point person for these contractors and will be responsible for resolving all issues including customer complaints, delivery and service quality issues, pricing issues and contract compliance.

Research, compose, prepare, and issue for solicitation technical and complex bid specifications for procurement.
Meet with staff, faculty, vendors and contractors to oversee and manage the procurement project to completion on time and under budget.

Supervise staff, including prioritizing and assigning work, conducting performance evaluations, ensuring staff is trained, providing guidance regarding compliance with policies and procedures, and implementing hiring and discipline, and termination procedures.

Supervise the College bidding procedures, including establishing and conducting all pre-bid and pre-proposal conferences, speaking publicly to potential contractors and vendors to clarify the procurement process for each project, evaluation of competitive bids, competitive sealed proposals, requests for quotations, and requests for Statements of Qualifications to ensure that bids are conducted in an open, defensible manner and that awards are made objectively and in accordance with the best interests of the College.
Recommend the lowest and best for College Board approval in accordance with state statutes.

Direct and manage the disposition and selling of the College’s surplus or obsolete inventory and prepare updated reports for review by the College Board of Trustees at public Board Meetings.

Compose and submit all required Board Document approval and/or ratification resolutions for any purchases in excess of $15,000 as well as be available at Board meetings to answer questions regarding those resolutions.
8.
Manage from start to finish all furniture and equipment purchase projects including those purchases that are part of a larger renovation or construction project, and develop, monitor, and oversee budgets for Instructional and Non-Instructional furniture as approved through the Capital Projects budgets as well as other government and private fund sources.
Determine furniture needs, provide furniture recommendations, space planning, layouts and costs for office and classroom new spaces, remodels, and moves for the three college campus locations.
Procure and coordinate delivery and installation for all purchased furniture.
9.
Prepare, review, and execute contracts and purchase agreements for procurement of services, supplies, equipment, and construction.
10.
Develop, modify, and maintain the College Procurement Policies and Guidelines Manual to ensure compliance with current government purchasing policies and College Board Policies.
Conduct ongoing informational training meetings and presentations to staff and faculty with regard to those policies and procedures.
11.
Perform other related duties of a comparable level/type as assigned.
