*Salary Range: *$56,014 – $80,516 DOE *Job Summary*: To plan, direct, manage and oversee the budgets, activities, projects and operations of the Public Works Department including the direct report superintendents in the electric, water & sewer utilities, street maintenance, and construction, crews.
Currently the cemetery and airport facilities are under the street crew; Must be able to coordinate assigned activities with other city departments and outside agencies; and to provide highly responsible and complex administrative support to the City Administrator.
Receives general administrative direction from the City Administrator and exercises direct supervision over management, technical and maintenance staff.
*Essential Job Functions* An employee in this position may be called upon to do any or all of the following essential duties: * Plan, direct and coordinate, through subordinate level supervisory and managerial personnel, the Public Works Department work plan in keeping with larger city-wide goals and priorities.
* Assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures; meet with management staff to identify and resolve problems.
* Assess and monitor the City’s infrastructure to provide adequate levels of public service both for existing systems/networks and extensions/developments.
* Oversee and participate in the development and administration of the Public Works Department budget; approve the forecast of funds needed for staffing, equipment, materials and supplies; approve expenditures and implement budgetary adjustments as appropriate and necessary.
* Keep abreast of new trends and innovations in the field of public works.
* Select, train, motivate, and evaluate personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures and document each stage as necessary.
* Establish, within city policy, appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly.
* Communicate directly with customers to resolve issues by providing detailed explanations regarding policies, procedures, ordinances, and when necessary, account specific information.
* Research and resolve metering issues.
* Prepare monthly, annual, quarterly and non-routine reports.
* Attend Utility Committee, Aldermen meetings and other after-hours meetings as necessary to give reports and staff support to such boards.
* Represent the Public Works Department to the general public, other city departments, elected officials and outside agencies; coordinate Public Works Department activities with those of other departments, outside agencies and organizations.
