JOB The Public Works Operations Manager is responsible for the directing and overseeing of the day-to-day management and administration of the City of Osage Beach Public Works Department.
As a representative of management, supports the mission, vision, strategic plan, and goals of the City.
Salary for this position starts at $78,500 and increases with intermediate and senior level experience.
In addition you will receive: 3% increase after successful completion of probation period 100% paid health insurance for employee6% retirement contribution Vacation and Personal timeAnnual Merit increases11 paid holidays EXAMPLE OF DUTIES The following examples are meant to be illustrative only and are not intended to be all-inclusive: Plans, organizes, directs, and evaluates various programs and activities of the Public Works field operations; supervises directly, or through subordinate management, the technical, clerical, and field staff; prepares or supervises the preparation of operating and capital budgets.
Prepares and reviews financial, operating and capital reports and budgets; reviews and approves all Public Works field personnel, and related transactions.
Recommends changes in ordinances and regulations governing departmental functions.
Assist in the development and implementation of goals, objectives, policies, procedures, work standards, and annual budget for the departments in the assigned areas of responsibility.
Serves as principal department contact point for public inquiries regarding operational issues and the resolution of citizen problems pertaining to the City public works infrastructure.
Set priorities, develop preventative maintenance programs, and ensure all assigned divisions are maintained at an optimum level within cost and staffing limitations.
Assure all daily and weekly schedules are met in a timely and accurate manner.
Maintain safe working conditions for the workforce and public.
Utilize computer technology for work management, information management, and communications.
Select assigned personnel and provide for their training and professional development; interpret City policies and procedures to employees; responsible for morale and productivity of assigned staff.
Plan and schedule the proper utilization of personnel and equipment to meet the day-to-day operations and emergency conditions and supervise the daily operations of the Public Works Department.
Provide corrective counseling and recommend or administer discipline of personnel, as necessary.
Confer with and provide technical assistance to members of City departments on various maintenance matters; coordinate activities of the division with those of other departments and agencies.
Conduct or direct studies; develop and review reports of findings, alternatives, and recommendations; direct the maintenance of and prepare a variety of periodic and special reports regarding assigned responsibilities.
Provide project management for Capital Improvement projects within areas of responsibility.
Coordinate and administer contracts for the design and maintenance of facilities and equipment within areas of responsibility.
Maintain safety logs, coordinate safety meetings, and schedule safety training.
Develop and maintain good working relationships with state and local officials.
Maintain an open line of communication with other City Departments.
Perform a variety of skilled and technical work in the maintenance of the Transportation, Water, and Sewer Departments.
Train lower-level staff in the use of tools and equipment appropriate to each operations facility of the City infrastructure.
Perform other related duties as assigned.
SUPPLEMENTAL INFORMATION Thorough knowledge of principles, practices, methods, and materials for municipal maintenance projects and activities.
Thorough knowledge of supervisory principles and methods, including goal setting, budget preparation and administration, and employee supervision.
Thorough knowledge of hazards and safety practices common in public works as well as federal and state regulations.
Thorough knowledge of work planning, organization, and scheduling techniques.
Thorough knowledge of construction equipment, materials, and methods employed in Transportation, Water, and Sewer operations.
Knowledge of environmental regulations and state, city, and county transportation laws regarding fleet vehicle usage.
Knowledge of operational and maintenance needs of a wide variety of automotive and mechanical equipment.
Ability to plan, organize, assign, direct, review and evaluate comprehensive municipal maintenance activities.
Ability to select, train, motivate, and evaluate assigned staff; develop, implement, and interpret policies, procedures, goals, objectives, and work standards.
Ability to analyze problems, evaluate alternatives and make creative recommendations; read and interpret plans, specifications, guidelines, and ordinances.
Ability to establish and maintain effective working relationships with those contacted in the course of the work; represent the City effectively in meetings with others.
Ability to maintain accurate records and prepare clear and concise reports and correspondence.
Ability to schedule and coordinate numerous divisional work assignments in an effective and efficient manner.
Ability to utilize computer applications such as email, word processing, and spreadsheets.
Ability to produce written documents with clearly organized thoughts.
