Mini truck mechanic

Looking for somebody who can look at a 2004 wuling mini truck who knows what there doing It's a little sputtery and when you first start it up you need to hold the throttle wide open for a few seconds till it builds up rpms after that it will run around the block but sluggish under a load Check engine lights on but can't read the codes with scanner
